There are other reasons for CGI.

Pure coincident, but The Guardian reports on Docotr Who fans reconstructing the lost episodes. Soundtracks and scripts exist, so they're trying to fill the gaops with animation.

Right now, quality and cost are the stumbling blocks. The BBC did it for a couple of episodes, and the DVD release was successful, with big sales, but it still costs too much. The official BBC line is one of hopeful curiosity. One day, the horse will sing.
